Code Enforcement Division

The Code Enforcement Division is responsible for the enforcement of City Ordinances and State Codes which address zoning, signage, public health, safety, and select building codes.  Enforcement actions are taken as a result of citizen complaints and proactive patrolling by both code officers and uniformed police officers.

Top 10 Residential Code Violations

 

1.    Recreation Vehicles, Boats & Trailers

  • RVs, boats, trailers and the like must be stored in the side or rear yards provided they are enclosed and screened by a solid fence, wall or hedge that is a minimum of 6 ft high and a maximum of 8 ft high.
  • Boats, trailers, canoes and rowboats may be stored in carports if they are contained entirely within the carport enclosure and completely behind the front building line
  • The maximum number of boats, canoes, rowboats or other recreational type vehicles permitted on a site is 2 in any combination. 
  • A maximum of one RV may be stored or parked on the site, and screened. 
     

2.    Inoperable Motor Vehicles

  • A vehicle is inoperable if it cannot be immediately started and legally driven away on a public street.
  • Inoperable vehicles must be kept inside in a storage building, garage or carport, side or rear yards so long as they are enclosed and screened by a wall, fence or hedge that is a minimum of 6 feet high and a maximum of 8 feet high. A fence permit may be required, check with Building Department. 
      


3.    Junk, Trash & Debris

  • Junk, trash and debris cannot be left in the yard and must be properly disposed of.
  • This includes junk, auto parts, appliances, furniture, building materials, tires, trash such as discarded paper, cardboard, plastics etc; and debris such as tree trimmings and fallen limbs.
  • Junk, trash and debris left for weekly trash service pickup must meet the city's criteria for collection.
  • All property will be maintained to prevent the infestation or habitation of rodents, vermin or wild animals or a breeding place for mosquitoes or other pests
     


4.    Work Without a Permit

  • A person, firm or corporation shall not erect, construct, enlarge, alter, repair, move, improve, remove, convert, or demolish any building or structure in the applicable jurisdiction, or cause the same to be done, without first obtaining a separate building permit for such building or structure from the Building Department.
  • Examples of work requiring permit includes but is not limited to: electrical, plumbing, roofing or re-roofing, air conditioner, hot water heater, slab work, decks, pools, fences and sheds.
  • If a person commences any work on a building or structure before obtaining the necessary permit that person shall be subject to a penalty of double the permit fees or $100 whichever is greater.
     


5.    Outdoor Storage

  • Open outdoor storage in residential districts is expressly prohibited. This includes carports and screened porches visable from the street and or adjacent properties.
  • Generally any equipment, materials or furnishings that would not be used outdoors may not be stored outdoors. 
  • For example, you may not keep indoor furniture, household appliances, clothing or other household materials outside. 


 
6.    Yard Maintenance Standards

  • Yard maintenance is the responsibility of all property owners and tenants.
  • Grass, weeds and noxious growth will need to be kept to 10 inches or less.
  • All property will be maintained to prevent the infestation or habitation of rodents, vermin or wild animals or breeding place for mosquitoes or other pests.
     


7.    Commercial Vehicles

  • Commercial vehicles are those that exceed a Gross Vehicle Weight (GVW) of 2.5 tons; and have more than two axles, more than 4 tires, or have a sign of more than six square feet per vehicle side.
  • Commercial vehicles must be kept inside a storage building, garage or carport or enclosed and screened by a solid wall, fence or hedge that is a minimum of 6 feet high and a maximum of 8 feet high.
  • There shall be no more than one commercial vehicle on any parcel.
     


8.    Fences

  • A permit is required for all fence installations. No permit is required to complete minor repair (no more than 20%) of an existing fence.
  • Fences in front yards may be no more than three feet high.
  • The "good" side of the fence has to face the outside. All framing and structural supports will be to the inside.
  • Fences around swimming pools shall be at least 6 feet high with no opening larger than 4 inches except at gates or doors which will be self-closing and latching.
     


9.    Posting of Address Numbers

  • Address numbers will be posted on either a mailbox, post, wall, fence or other visible and commonly used area and clearly legible and visible and without obstruction from the public or private way on which the building fronts.
  • The numerals used shall be of a contrasting color with the immediate background and not less than three inches high and of durable weather-resistant material 
     

10.    Vehicles for Sale

  • The vehicle owner must occupy the parcel on which the vehicle is being sold.
  • All vehicles offered for sale must be able to be immediately started and legally driven away on a public street.
