The City Commission shall, from time to time and not less than every three years, appoint a Charter Advisory Committee for the purpose of reviewing the Charter of the City and submitting recommendations to the Commission for proposed amendments or revisions to the Charter.  The Charter Advisory Committee shall consist of five members, one member being appointed and representing each Commission District and continue in existence for a period not to exceed one year.
