City Administrator
The City Administrator is appointed by and serves at the pleasure of the City Commission. As chief administrative officer, the City Administrator is directly responsible to the City Commission for the operation of all City Departments.
In addition to the City Administrator's duties of providing leadership, direction and guidance to the City Departments, the City Administrator is responsible for the implementation of policies and programs adopted by the City Commission. This requires the Administrator to have a professional understanding of how all city functions operate together to their best effect. The City Administrator is responsible for developing an annual budget and capital improvement program which identifies the level of service required to meet community expectations. The Administrator is also extensively involved with a wide variety of economic development activities.
Ms. Katrina Powell was appointed City Administrator in May 2009. Ms. Powell oversees all City operations and works closely with the City Commission in carrying out its goals and policy directives. She is responsible for the operations of the City, which includes the oversight of a $26 million budget, 6 Departments, and 154 employees.
Prior to Ms. Powell's appointment as City Administrator, she served as the Interim Finance Director for the City of Longwood, City Manager for Fort Meade, Florida, and the Assistant to the City Manager of Deltona, Florida. She holds a Bachelor of Science from the University of Maryland in Business and Management and is a member of the International City Manager's Association, Florida City and County Manager's Association, and the Florida Public Relations Association. Ms. Powell also serves on various boards and committees.
Assistant to City Administrator
The Assistant to City Administrator is responsible for representing the City Administrator as necessary and required and performs special projects or assignments in the City Administrator's Office. Examples of specific duties include, but are not limited to:
- Project management
- Meeting strategies and facilitation
- Information distribution and media relations
- Communication plans
- Customer satisfaction
- Employee retention and satisfaction
- Website administration
